The 2023-2024 Legislative Session has come to a close and a number of bills related to land use have been signed by the Governor. The following bill summaries reflect bills that were enacted during the second year of the two-year Legislative Session. Unless otherwise noted, all bills signed by the Governor will go into effect on January 1, 2025.

The Legislature continued its efforts to address the housing crisis, with the Governor signing bills that, among other things, refine the Housing Accountability Act to expand its protections, and State Density Bonus Law to extend its provisions. Several CEQA bills were also enacted that expand or extend the sunset date of existing exemptions and also broaden the types of projects eligible for streamlines judicial review in the event of CEQA litigation.
